Impact Fees (RRIF)
5th Edition Indexing - Year 2 - New Fees to go into Effect on March 20, 2017
As allowed by the Nevada Revised Statute, an annual inflation adjustment has been applied to the impact fees as of 3/20/2017. This annual adjustment allows for fees to keep pace with the current construction costs. The new fees represent a 1.74% increase over the 2016 fee schedule.
Since 1995, the Regional Road Impact Fee (RRIF) Program has constructed regional improvements in the form of new roads, road widening and intersection improvements totaling $276 million.
General Information - 5th Edition Regional Road Impact Fee Program
The major changes included in the 5th Edition RRIF General Administrative Manual and Capital Improvement Plan include:
·Creation of two Service Areas, North and South Service Area
·Capital Improvement Plans for each Service Area, resulting in separate fees
·Simplified land use categories coinciding with land uses included in the 2012 Consensus Forecast
·Replacement of the RRIF Credit program to the RRIF Waiver program for privately built CIP improvements.
·Existing RRIF Credits can continue to be used for the payment of impact fees within the CCFEA Benefit Districts associated with the CCFEA. All provisions within the CCFEA agreement still apply.

New development creates a demand for new roadway capacity. The RRIF is a tool to collect the cost of providing the new capacity for new development.
Fees are based on the land use type as identified in the RRIF Fee Schedule. Click here to open the RRIF Fee Schedule. For a more detailed explanation of land use types, see the RRIF General Administrative Manual Section IV.
To build capacity improvements, such as new roads and ramps, road widening and intersection improvements, and to preserve right of way for future capacity improvements.
On building permits applied for on and after May 9, 2016.
Fees are paid to the local agency at the time a building permit is issued, but may be deferred to the Certificate of Occupancy, if allowed by the jurisdiction issuing the building permit.
RRIF Credits and waivers are earned by a developer through the dedication of right of way and/or construction of approved capacity improvements to the regional road network. RRIF Credits and waivers may be used to pay the regional road impact fees for new development. Learn more about RRIF Credits.
RRIF Credits were earned prior to adoption of the 5th Edition RRIF and are denominated in Vehicle Miles Traveled (VMTs)
RRIF Waivers are earned after the adoption of the 5th Edition RRIF and denominated in dollars. RRIF Waivers may only be used within the development of record associated with the Offset Agreement under which the waivers were earned.
RRIF Credits may be used to pay the impact fees in Reno, Sparks or Washoe County in the benefit district they were earned. Districts are divided into the Northwest, Northeast and South benefit districts. Click here to open additional information on credit usage and a map of the benefit districts.
