RTC PROCUREMENT OPPORTUNITIES

The Regional Transportation Commission uses Procureware.  All RTC Invitation for Bids, Request for Proposals, Request for Qualifications and Request for Quotes will be available to view and download directly from ProcureWare.

Online registration is required in order to download documents and to receive automatic notification of contracting opportunities.  There is no charge to register.

SMALL BUSINESS

Beginning FY 2020, RTC incorporated several non-discriminatory elements to its DBE program, in order to facilitate competition on DOT-assisted public works projects by small business concerns (both DBEs and non-DBE small business).  For additional information, please review RTC’s DBE Program for Federal Fiscal Years 2020-2022.

RTC utilizes the Small Business Development Center, at the University of Nevada, Reno (UNR) to seek out and develop a listing of local and regional small businesses.   Nevada SBDC guides and assists Nevadans looking to start and grow businesses, with objectives to increase business starts, create and retain jobs, and increase access to capital. One-on-one advising services are free and confidential. Nevada SBDC also offers and coordinates a wide range of workshops and courses in collaboration with public and private entities.

The RTC also utilizes the directory of Emerging Small Businesses through the Nevada Governor’s Office of Economic Development to provide procurement outreach opportunities.  The GOED’s Local Emerging Small Business (ESB) Program is a certification program for Nevada small businesses interested in doing business with state and local government agencies such as the RTC.  View their ESB flyer, and see below for information on how to become certified.  This program also provides procurement technical assistance through the Nevada PTAC, POP.

An applicant seeking certification as a Local Emerging Small Business in the State of Nevada must submit a complete application to the Nevada Governor’s Office of Economic Development.

Disadvantaged Business Enterprise (DBE) Program

The RTC receives funding from the U.S. DOT through the Federal Transit Administration and from the Nevada DOT. Government agencies that receive federal funds must implement a DBE program in accordance with 49 C.F.R. Part 2.

Our DBE Program is all about Diversity

The Regional Transportation Commission of Washoe County (RTC) has established a goal to identify, communicate and work with businesses that are certified Disadvantaged Business Enterprises (DBEs). Our program provides business opportunities for those DBEs who are interested in contracting services with the RTC.

The RTC is committed to identify, communicate and work with businesses that are certified DBEs. A DBE is defined as a small business that is socially or economically disadvantaged. To learn more about DBE qualifications, read the DBE program specified below.

RTC FFY 2020-2022 DBE Program

It is the policy of the RTC to ensure nondiscrimination in the award and administration of U.S. Department of Transportation-assisted contracts and to create a level playing field on which DBEs can compete fairly for contracts and subcontracts. The RTC established an overall goal of 1.3% for Disadvantaged Business Enterprise (DBE) participation in federally funded contract opportunities for Federal Fiscal Years 2023-2025.
