Public Participation Plan

As the Metropolitan Planning Organization (MPO) for the region, the Regional Transportation Commission of Washoe County (RTC) is required to develop and adopt a Public Participation Plan (PPP), in accordance with Federal Statue 23 CFR 450.316.

The Public Participation Plan articulates the RTC’s commitment to an open and transparent interface with the public and with relevant public agencies to support the regional transportation planning process. Public involvement opportunities must be established early in the process and remain a continuous effort throughout the development of a document or project. Collaboration with the public allows for innovative ideas to emerge that address complex transportation issues. Strong community support for the planning process will greatly enhance implementation of the RTC’s plans and programs.

23 CFR 450.316 (1) (x) requires, “Periodically reviewing the effectiveness of the procedures and strategies contained in the participation plan to ensure a full and open participation process.” The Draft 2025 PPP represents such a required review and update and replaces the 2022 PPP with changes including enhanced plan specific requirements, and new website accessibility standards.

Community members have the opportunity to review the Draft PPP and provide comments during a 45-day comment period from 8/18/25 to 10/01/25. Comments on the Draft 2025 PPP can be provided by email to vlacer@rtcwashoe.com or by phone at 775-335-1901.
