Senior/Disabled Transportation Grant Fund Program

The RTC announced a Call for Projects and accepted applications through August 18, 2025, for the public transit (sales tax) funding grant program to provide transportation for seniors and people with disabilities, as predicated by the Federal Transit Administration’s Section 5310 Program.

Transportation Projects currently funded by this program are listed below.  Between October 2023 through September 2024, past projects provided approximately 21,595 trips, helping to improve mobility for seniors and individuals with disabilities.  Additionally, these projects combined, served over 5,790 seniors/disabled individuals, assisted over 14,557 callers, and issued over 1,500 LYFT vouchers.

 

Selected Projects for FFY 10.25-9.30.27 include:

Funds a two-year program effective October 1, 2025 – September 30, 2027 for the continued operation of AHN’s Non-Emergent Medical Transportation Program providing free, ADA-compliant, door-to-door transportation, and when needed door-through-door assistance, to seniors (60+) and disabled residents of Washoe County. The service specifically focuses on individuals who require ADA compliant paratransit services and who are otherwise not able to be served by other means, such as non-ADA compliant ride share and volunteer transportation services. The program operates through a centralized dispatch system that screens every caller for transportation eligibility and assesses additional social needs such as food insecurity, housing instability, and insurance gaps. Clients can then be referred to AHN’s internal programs or community partners for wraparound support. AHN drivers are trained as lower-level Community Health Workers, enabling them to identify needs during transport and connect clients to resources in real time. An estimated 3,300 trips are projected annually, serving approximately 1,820 individuals annually.

 

Funds a two-year program effective October 1, 2025 – September 30, 2027.  This project provides free, individualized, door-through-door transportation for adults 60+ in the Reno/Sparks area, filling a critical gap for individuals needing more support than other local options offer. Free rides are provided by volunteers driving their personal vehicles, with paid staff and Uber supplementing coverage. The service extends to transportation-limited areas such as Lemmon and Golden Valleys, the outskirts of Spanish Springs, and southern Washoe County. Individuals who are more independent utilize the Volunteer Transportation Program, scheduling rides directly. Those wanting companionship or assistance with daily activities are assigned a companion volunteer who provides transportation and assists with errands, attending appointments, and providing ongoing support. An estimated 7,800 trips are projected to be provided annually, with participant growth of 25% anticipated each year.

Partially funds nearly 80% of a two-year program effective October 1, 2025 – September 30, 2027. The N4 Connect program provides a way for people with disabilities and people aged 60+, who live in either Reno or Sparks, to receive up to $160 in Lyft rides each month including personalized mobility planning, and Lyft concierge services for those needing specialized transportation based on the type of ride, time of ride, and the location of their ride that is challenging to fulfill with public transit alone. Ride vouchers are billed 50% to the grant ($40) and 50% is rider copay ($40).  N4 aims to serve 600 adults with disabilities and elders living in Washoe County with 2,778 $80 Lyft vouchers.  Each $80 voucher provides the equivalent of 4 one-way trips which equates to at least 11,112 one-way Lyft trips by the end of the two-year project period.
