TRANSIT PASSENGERS AND VISITORS
Appropriate passenger and visitor conduct is essential to providing safe, comfortable and efficient transit services. In addition to civil and criminal penalties, persons that engage in prohibited conduct may have their access to transit services suspended. Please report prohibited conduct.
PROHIBITED CONDUCT
EXPRESSIVE ACTIVITY:
RTC does not permit expressive activity on its vehicles or at its facilities other than to the extent mandated by NRS 293.127565. Examples include, but are not limited to, meetings, group events or activities, speeches, performances, demonstrations, rallies, vigils, canvassing, solicitation for fundraising, solicitation of signatures, signs, installations and displays, and the distribution of literature, leaflets, flyers or other printed materials.
Expressive activity is only permitted within the public right-of-way areas shown on the 4TH STREET STATION and CENTENNIAL PLAZA maps.
CATEGORY A OFFENSES:
Individuals will be warned not to engage in the conduct. Offenses may then result in an immediate suspension of access privileges for a period of up to three days (72 hours).
- Consuming or possessing food or non-alcoholic beverages in an open container without a lid while on a vehicle.
- Consuming alcoholic beverages or possessing an open container of an alcoholic beverage.
- Smoking, including the use of electronic smoking devices.
- Boarding a vehicle with an animal (other than a “service animal”) not housed in a secure container that can fit on a seat or on the passenger’s lap.
- Boarding a vehicle with a container, package, or article which cannot be safely placed on a set or on the passenger’s lap.
- Refusing to de-board from a vehicle when requested to do so by a transit operator.
- Boarding a vehicle without paying the established fare or without presenting a transfer ticket.
- Failing to present a valid identification card when paying a reduced fare.
- Entering through the rear exit door of a vehicle unless directed to do so by the transit operator.
- Climbing through a window or extending an arm, leg or head out the window of a vehicle.
- Blocking the free movement of a person attempting to board a vehicle, on a vehicle, or at a facility.
- Standing or otherwise occupying space in front of the white line marked at the front of the vehicle, or otherwise obstructing the vision of the transit operator while the vehicle is in motion.
- Playing a musical instrument.
- Playing an audio device (e.g., radio, CD, or DVD player), unless headsets with reasonable volume are being used.
- Littering.
- Making excessive and unnecessary noise, running, boisterous or unruly behavior, or the use of profanity.
- Posting or removing any notice or advertisement.
- Boarding, operating, riding, or otherwise using any wheeled transportation device other than a “mobility device.”
- Loitering.
- Performing an act of personal hygiene.
- Panhandling or begging for food or items of value.
- Engaging in expressive activity.
CATEGORY B OFFENSES:
Offenses may result in an immediate suspension of access privileges for up to three months (90 days).
- Committing multiple Category A offenses over a one-year period.
- Attempting to damage, deface, or disable property.
- Willfully disturbing the peace or quiet of a person with unruly, threatening, harassing, defaming, or otherwise offensive conduct.
- Carrying a weapon without a license or carrying other inherently dangerous items, including explosives, acid, flammable liquid, or toxic or hazardous material.
- Impeding the use of, tampering with, or otherwise obstructing the operation of any window, door, or other emergency exit.
- Throwing an object or substance at, into, or from a vehicle or facility.
- Using internet to access or transmit pornographic, obscene, abusive or sexually explicit material, including racial slurs or epitaphs.
- Trespassing.
CATEGORY C OFFENSES:
Offenses shall result in an immediate suspension of access privileges for a period of not less than six months. Individuals that commit multiple Category C offenses over a three-year period will have their access privileges permanently suspended.
- Committing multiple Category B offenses over a two-year period.
- Defacing, destroying or otherwise vandalizing property.
- Attempting to use physical force against another person or intentionally placing another person in reasonable apprehension of immediate bodily harm.
- Willful and unlawful use of force or violence upon a person.
- Threatening or harassing a transit operator.
- Interfering with a transit operator’s ability to operate a transit vehicle.
- Brandishing or using a weapon without a license or other inherently dangerous items.
NOTICE OF SUSPENSION
The suspension shall be effective immediately. RTC will make reasonable efforts to notify the individual of the suspension, the category of the offense, and the length of the suspension. If the suspension is for more than three days (72 hours), RTC will make reasonable efforts to provide written notice.
APPEALS
Individuals who have had their access privileges suspended for a period of more than three days (72 hours) may appeal the suspension. The appeal must be initiated in writing within ten (10) calendar days from the date that RTC provided Individuals who have had their access privileges suspended for a period of more than three days (72 hours) may appeal the suspension.
